Use a subtitle editing tool. VLC allows you to adjust sync on the fly using the G and H keys (delay or advance by 50ms). For permanent fixes, use Subtitle Edit (free software). Open the Subsmax file, go to Synchronization > Adjust All Times , and enter a positive or negative delay.
