However, starting with , Microsoft changed this behavior to reduce disk space usage. By default, Windows no longer backs up the registry to the RegBack folder automatically. As a result, when you navigate to that folder, you will see the files DEFAULT , SAM , SECURITY , SOFTWARE , and SYSTEM , but they will all be 0 bytes in size.

When you attempt a traditional "copy and paste" of the RegBack folder while the operating system is running, Windows cannot access the locked, in-use Registry files. This results in the dreaded error: "Cannot copy file: It is being used by another person or program."
